James Oelke Farley serves as the Operations Officer for the Museums Division at the U.S. Army Center of Military History (CMH) in Fort Belvoir, Virginia. He is responsible for the operational readiness and administrative efficiency of the U.S. Army Museum Enterprise (AME), directing strategic planning, resource management, and mission support for museum activities across 30
garrisons worldwide.

Mr. Oelke Farley’s extensive ties to the Pacific region began during his service in the U.S. Navy as an Operations Specialist (1986-1990). Stationed in Guam, he remained on the island following his enlistment, developing a deep connection to the area’s history and culture that would shape his career. For fifteen years, he led historical symposia and educational tours focused on WWII
battle sites on Iwo Jima, Guam, Saipan, Palau, and Wake Island. As a small business owner on Guam, he owned and operated a commercial cleaning company, an adventure tour company, and a small pub that catered to tourists and locals alike.

His civil service career began in 2007 at the War in the Pacific National Historical Park on Guam and the American Memorial Park on Saipan, where he advanced from Museum Technician to Cultural Resources Program Manager. In this role, he managed museum collections, developed new exhibits, and led vulnerability assessments for the cultural resources of national parks on
both Guam and Saipan.

Joining CMH in 2016 as a Museum Accreditation Specialist, Mr. Oelke Farley was soon detailed to author the AME Concept Plan—a foundational strategic document that helped realign museum equities across the Army. This achievement led to his promotion in 2018 to his current role, where he manages a diverse team overseeing all programmatic and administrative functions
for the enterprise. He earned a BA in History from the University of Guam and an MBA from Champlain College.
